Novice or juvenile drivers. Twenty-nine states and the District of Columbia have enacted special cell phone driving laws for novice drivers (for example, those with a learner's permit) or young drivers (such as those under the age of 18). For example, in California, drivers under the age of 18 cannot use any type of communication device while driving. In most of these states, the laws allow for primary enforcement. (For more information on the laws in each of state, visit the Governors Highway Safety Association website, at , and click on "State Laws.")
We are in need of a LAWS TO BAN texting and talking on cell phones while driving. Everyday, not exaggerating, I nearly get hit by someone texting and talking on the phone. I have to lay on my horn and even go off the roadway or into another lane to avod them. Can you please look at all the accidents that have occured in the entire state of Florida so you can put this law into affect. WE THE CITIZENS are begging and demanding help from our representatives. You are put in office to do the right thing. If you fail to do this, you will suffer the loss of a loved one due to the violators of cell phones.
